Małgorzata Krasnodębska-Tomkiel
President of the Office of Competition and Consumer Protection
Małgorzata Krasnodębska-Tomkiel had been Vice-President of the UOKiK since 21 June 2007, responsible for the operations of the Department of Competition Protection, Department of Legal Affairs and Department of Market Surveillance. She has been working for the Office of Competition and Consumer Protection since 1998.
Dr Krasnodębska-Tomkiel has been a lecturer of antimonopoly law at Collegium Civitas, Polish Academy of Science, Warsaw School of Economics.
Małgorzata Krasnodębska-Tomkiel was the author of a number of publications in the scope of Polish and EU competition protection law, including academic works, glosses to the Polish Supreme Court's decisions and press articles.
She has contributed, inter alia, to the following collections: “Current problems in Polish and European competition protection law” (ed. C. Banasiński, M. Kępiński, B. Popowska, T. Rabska), “Competition law: current state of play and envisaged future developments (ed. C. Banasiński), "Community competition law: what it means for Poland”, “Europeanisation of Polish law - selected aspects” (ed. B. Bieńkowski, D. Szafrański).
She speaks fluent English.
Ms Małgorzata Krasnodębska-Tomkiel holds a Ph.D. in Law.
Prime Minister Donald Tusk appointed Ms Krasnodębska-Tomkiel President of the Office of Competition and Consumer Protection 4 June 2008.
Jarosław Król
Vice-President of the Office of Competition and Consumer Protection
Jarosław Król holds an M.A. degree in economics from the Warsaw University of Life Sciences, the Faculty of Economics and Agriculture (now: the Faculty of Economic Sciences).
In 1994, while still at university, he began working at the Department of the Protection of Consumers on Monopolised Markets of the Antimonopoly Office (transformed into the Office of Competition and Consumer Protection in 1996).
Initially, until September 1997, Mr Król worked in the Central Office of the UOKiK, where he was promoted from the post of clerk to the post of senior expert. He drafted a number of anti-trust decisions, statements of case and opinions. He also carried out market inquiries and economic analyses for the purposes of the administrative proceedings conducted by the Office.
In 1997 Mr Król won a competition called by the Director General of the UOKiK and was appointed Deputy Director of the UOKiK Branch Office in Warsaw. He was charged with organising the work and managing a team of staff responsible for carrying out administrative proceedings. In 1999 Mr Król took over as Director of the Warsaw Branch Office. He represented the President of the UOKiK before the Court of Competition and Consumer Protection.
Mr Król has completed a number of courses and trainings in law and economics. He also participated in a series of study visits at foreign competition and consumer protection agencies.
He cooperates with the Department of Agricultural Policy and Marketing of the Faculty of Economic Sciences of the Warsaw University of Life Sciences, where he has been giving lectures on competition and consumer protection. He is the author of the publications on competition protection released by the Department.
During 2001-2005 Jarosław Król was a member of the supervisory board of the Suwałki Special Economic Zone.
The Prime Minister of the Republic of Poland appointed Jarosław Król Vice-President of the UOKiK on 15 March 2005.
As Vice-President of the UOKiK, Mr Król supervises the operations of the Department of Market Analyses, the Department of Consumer Policy and the Branch Offices of the UOKiK.
Małgorzata Kozak
Vice-President of the Office of Competition and Consumer Protection
Małgorzata Kozak has graduated from the Faculty of Law and Administration of Warsaw University; she has also completed the Main Course of British and European Law at the British Centre for English and European Legal Studies of Warsaw University. In 2001 she completed a postgraduate course on the Economic Problems in the Energy Sector at the Warsaw School of Economics and in 2003 – the European Integration Programme run by the Polish National School of Public Administration and École Nationale d'Administration.
From August 1998 up until her appointment as Vice-President of the UOKiK, Ms Kozak was working at the Energy Regulatory Office (ERO) – first at the ERO’s Central Division, and from July 2002 at the Department of European Integration and Comparative Studies. From 2005, Ms Kozak represented the President of the ERO in the Council of European Energy Regulators and the European Regulators Group for Electricity and Gas. From December 2006 she was the ERO’s Director General. Since November 2005 she has been a certified civil servant.
Małgorzata Kozak is an author of a number of publications devoted to the functioning of competition on the electricity market, e.g. “Konkurencja na detalicznym rynku energii – znaczenie unbundling” (“Competition on the retail electricity market: the importance of unbundling”), in: “Spójność społeczna gospodarcza i terytorialna w polityce Unii Europejskiej” (“Social, economic and territorial cohesion in the European Union’s policy”), “Ekonomiczne i prawne aspekty rozwiązania kontraktów długoterminowych w Polsce” (“Economic and legal aspects of dissolving long-term contracts in Poland”) (co-author), in: “Polska w rozszerzonej Unii Europejskiej – uwarunkowania i perspektywy rozwoju” (“Poland in the enlarged European Union: conditions and perspectives of growth”), Vol. 1, ed. Mirosława Klamut, Ewa Pancer-Cybulska.
Małgorzata Kozak speaks fluent English.
As Vice-President of the UOKiK, Ms Kozak is responsible for the operations of the Department of Market Surveillance and the Department of State Aid Monitoring.
Prime Minister Donald Tusk appointed Małgorzata Kozak Vice-President of the Office of Competition and Consumer Protection on 2 July 2008.
Monika Bronkau-Ługowska
Director General of the Office of Competition and Consumer Protection
Monika Bronkau-Ługowska graduated from the Faculty of Economic Sciences and Management at the Nicolaus Copernicus University in Toruń. In 2002 she completed a 2-year course of studies in European Integration at the NCU’s Faculty of Law and Administration, as well as a programme at the Jean Monnet Centre for European Studies of the NCU.
Ms Bronkau-Ługowska began her career in public administration in November 2000, when she started working at the Energy Regulatory Office, first as an assistant at the Office’s Secretariat, then, from July 2003, as the internal auditor. From March 2003, Ms Bronkau-Ługowska was the Director of the ERO’s Administrative Management Office, acting at the same time as the Substitution Director to the Director General.
In 2004 Ms Bronkau-Ługowska obtained internal auditor qualifications and in the following year became a certified civil servant.
She also has experience in obtaining and using EU financing and preparing reports thereof. In one of such projects, she additionally coordinated the analytical work on creating the framework of an IT system for handling public administration clients.
Ms Bronkau-Ługowska speaks English and has a good command of German.
The Prime Minister appointed Ms Bronkau-Ługowska as the Director General of the UOKiK on 21 August 2008.
